Jose is an expert in utility services, energy regulation, and competition. His practice focuses on advising industrial users, foreign investors, and public utility companies on the regulation of electricity, natural gas, LPG, and hydrogen markets to optimize energy resources, develop business opportunities, and ensure regulatory compliance. Also, Jose advises clients in antitrust economics on complex cases.
Between 2013 and 2018, Jose served as Deputy Superintendent for Energy and Combustible Gas at the Superintendence of Utility Services, Coordinator of the Competition Advocacy Group, and Advisor to the Superintendent of Industry and Commerce. As Deputy Superintendent, he was part of the Energy and Gas Regulatory Commission of Colombia (CREG). As Coordinator of the Competition Advocacy Group, he participated in the Committees on Commercial Practices and Customs, Tariffs, and Foreign Trade Affairs, responsible for evaluating the imposition of antidumping, safeguard, and countervailing measures.
He has worked as a Consultant for the Inter-American Development Bank (IDB) in the implementation of the recommendations of the Energy Transformation Mission in electricity and natural gas, as well as in institutional market reform for non-interconnected areas.
He complements his experience as an adjunct professor at Javeriana and Externado Universities, both at the undergraduate and graduate levels. At Javeriana University, he teaches Microeconomics at the undergraduate level and Regulation Economics in the Master’s in Economic Law program. Additionally, he directs the research line “Economic Law of Energy Transformation.” At Externado University of Colombia, he teaches Competition in Utility Services.
Jose is admitted as a lawyer in Colombia and the State of New York, USA. He serves as an arbitrator at the Chamber of Commerce of Bucaramanga in the areas of energy, public utilities, and competition. He is registered as an Expert in Estimation of Damages (Class 13) in the Open Register of Valuators.
